DOE secretary to discuss power, industry at forum
Power is the engine of an industrialized economy.
With Cebu gearing up to pit its strengths against those of neighboring Asian economies, the 3rd Sun.Star Economic Forum will reveal how far the island-province can actually go in flexing its muscle as a destination for investment.
The forum, slated for Aug. 23 at Waterfront Cebu City Hotel and Casino, brings Energy Secretary Raphael Lotilla to Cebu to examine its power situation in the talk “Lights Out: Can Cebu meet its growing power needs?”
Lotilla will discuss new power sources that the island may tap to augment current capacity, examine whether the Electric Power Industry Reform Act of 2001 is on track toward meeting its objective of providing cheap and reliable power to consumers, and explain how the wholesale electricity spot market will improve the power situation in Cebu.
Before heading the Department of Energy last year, Lotilla spearheaded the privatization of the assets of National Power Corp. as president and chief executive office of the Power Sector Assets and Liabilities Management Corp.
Lotilla has a background in the academe. As professor at the University of the Philippines College of Law, he spent more than a decade teaching, doing research and policy advocacy, and providing con-sultancy to the Senate, among other institutions.
In 1996, he became deputy director-general of the National Economic and Development Authority (Neda), spending close to seven years doing policy, legislative support and development work on sustainable development, governance and infrastructure development. He was also Neda’s chief for internal administration. (PR)
