Speak out: All-out war is good

We are for the declaration by Gov. Gwendolyn Garcia of an all-out war against the communist insurgents in Cebu province.

This is good and timely in relation to a similar declaration by President Gloria Macapagal Arroyo.

The declaration per se does not mean the waging of an armed confrontation against communist rebels. It is more of going all out in eradicating poverty and other un-addressed issues and concerns, specifically on basic services.

The governor understands that armed confrontation alone is not the solution to the almost four-decade insurgency problem. After all, the insurgency problem now is a war on issues. Legal front organizations of the Communist Party of the Philippines (CPP) exploit these issues and concerns to attract more members to their organization.

The Provincial Government knows that the best solution to the insurgency is to address the basic issues and concerns and not only the use of armed might. Besides, the military alone cannot solve the insurgency problem. It needs the committed participation of local government executives and of course the local populace to do so.

The good thing in this all-out war program is that government will be felt by the people and will become closer to them, especially those living in the hinterland barangays. Residents in these areas are usually the victims of the promises of the CPP and the New Peoples Army.
