Seares: Does Yap know when to quit? By Pachico A. Seares News Sense
Dismissed Mactan Cebu International Airport (MCIA) general manager Adelberto Yap apparently doesn't know when leaving is good.
It was good when Civil Service Commission (CSC) ruled he was not qualified. (Not that he didn't have the skill but he didn't meet prescribed standard. Stupid rule maybe but, unless changed, it is the rule.)
Quitting was even better when CSC found out someone tampered a copy of the law creating MCIA Authority. Whoever sneaked the "doctored" paper into the pleadings sealed Yap's doom.
Leaving was good when the CSC stood pat on its ruling. Going to court instead to stop CSC was pushing a hopeless cause.
Quitting was better when the MCIAA board, his employer, suspended him. And even much better when it fired him.
You know what? Yap missed chances of dramatically telling them off: "You don't fire me! I quit!" Maybe God
Yap said CSC, the Civil Service arbiter, could not pass on his qualifications, and the MCIAA board, his boss, could not dismiss him. Apparently, he submits only to the President or God (sometimes Malacañang confuses one with the other).
To Yap's credit, hanging on or clinging to power is not unusual. We have seen much of it: kicked-out officials using all means, fair or foul, to stay.
Entrenched in office, they can stoutly defend themselves against false charges. Out in the cold and the charges are true, it will be mighty tough for them.
