Comelec approves Gabby’s transfer By Garry Cabotaje Sun.Star Staff Reporter
Cebu City Councilor Gabriel “Gabby” Leyson is now a legal resident of Zone 3, Sitio Ilang-Ilang, Barangay Lagtang, Talisay City.
City Election Officer Corazon Moran told Sun.Star yesterday that Leyson’s application for transfer of residence was approved in an election board meeting last July 18.
“We approved it based on the law. Since he applied for it (the transfer of residence), he really has the intent to reside here,” Moran said.
“I’ll now be more visible than ever in Talisay,” declared a visibly elated Leyson, who has already declared his mayoral bid for the 2007 polls.
The application for Leyson’s transfer of residence was earlier blocked by three barangay captains—Rey Oliver Berador of Lawaan 2, Joel Nacor of Lawaan 3 and Ramil Manayon of Manipis.
The three, all close political allies of Mayor Socrates “Soc” Fernandez, consider Leyson a non-Talisaynon.
Manayon even said that they prefer a true-blue Talisaynon to run for the City’s top elective post, instead of an “outsider.”
“But ever since then, I was confident that everything (application) was in order. I found no basis for their objection and I thank the Comelec for its immediate decision,” Leyson said.

Leyson said he still has to receive an official communication from the Comelec that formally informs him of his “new residence.”
He built a house in Sitio Ilang-Ilang, Lagtang, which earlier caused a stir for lack of barangay clearance and approved building permit from the City’s Office of the Building Official.
But Leyson said he has already submitted all the required documents to the City Hall, which he believes to be approved soon.
With the approval of his new residence, Leyson said his focus now is his bid to clinch the mayoralty post in Talisay City.
Leyson said he will be more visible in Talisay City and step up his dental and medical missions and other community-related programs in the barangays.
“I will also prioritize Lagtang because some of the residents there would tell me that they have not availed themselves yet of my community outreach programs,” he added.
In a separate interview, Fernandez said he respects the Comelec’s decision, as he believes that it is based on what is mandated by the Omnibus Election Code.
Fernandez, who is seeking a second term in the 2007 local polls, said he welcomes and respects Leyson’s decision to join the mayoral race.
“Anybody is welcome. I respect his desire to help the Talisaynons,” the mayor added.
Observers said that Leyson might be facing a formidable opponent in Fernandez as the latter has been enjoying political support from Rep. Eduardo “Eddiegul” Gullas (Cebu, 1st district).
Gullas earned the distinction as father of Talisay City for being instrumental in transforming the former coastal town into a component city in 2001. (GC)
