5 city barangays pledge funds for birth control
Five Cebu City ba-rangays have committed to spend for the family planning (FP) programs in their communities in response to the gradual phaseout of USAid-donated FP commodities.
Barangay Luz allocated P100,000 for the program while Barangay Ermita committed to allocate P100,000.
Barangay Mambaling will set aside P20,000 while Barangays Calamba and Day-as plan to spend P14,000 and P2,000, respectively, for the program.
The budget allocation for FP in the said barangays was a result of the series of of contraceptive self-reliance (CSR) orientations conducted by Metro Cebu Community Advocacy Network and the Commission on Population under the pro-ject “Strengthening Family Planning Promotion and Community Mobilization.”
Pilot
The program was piloted in barangays Ermita, Carreta, Calamba, Tisa, Labangon,Luz, Day-as, Mambaling of Cebu City and Mantuyong of Mandaue City.
The CSR strategy was introduced by the Department of Health (DOH) through Administrative Order 158 series of 2004.
Phaseout
It aims to prevent any possible disruption in the delivery of FP services with the complete phaseout of donated contraceptives in 2008 and to sustain continued increase in FP use to eventually eliminate unmet needs on FP.
Under the Local Government of 1991, the provision of basic health services, including FP, was devolved to local government units.
Sufficient
LGUs are expected to become the local guarantors of contraceptive availability, assure sufficient supply of free contraceptives to the poor and promote the expansion of commercial sources of contraceptive supply.
The pilot barangays recently met with representatives of the DOH, Department of Interior and Local Government Cebu City, Cebu Cith Health Office, Cebu City Accountant’s Office, Cebu City Budget Office and Cebu City Auditor’s Office to discuss salient points of the adoption of CSR strategies in the purchase of FP commodities in the said barangays.
