Capitol to hold limited bidding for cams, phone system for CICC

Capitol will hold a limited source bidding for the installation of security cameras, PABX telephone system, electronic system, fire protection and landscaping for the Cebu International Convention Center (CICC).

For that, Cebu Gov. Gwendolyn Garcia is asking the bidders to reduce to the lowest their quotations “as these are not ordinary times.”

“This is not the time for greed and mediocrity. I called upon you as Cebuanos to demonstrate the excellence and greatness of the Cebuano spirit,” Garcia said.

The specifications were given to possible suppliers last Tuesday and they have until Aug. 15 to submit their proposal.

The structural steel supply, installation of generator sets, air-conditioning system, elevators and escalators for the CICC were also procured through limited source bidding.

Selective bidding

A limited source bidding, also known as selective bidding, is a method of procurement where the buyer invites pre-selected suppliers or consultants with known experience and proven capability on certain contracts.

The contract for the supply of structural steel was awarded to WT Construction while Kilton Motors/Mitsubishi Heavy Industries won the contract for generator sets.

For the installation of elevators, Kone Philippines Inc. Elevators won the contract while that for the air-conditioning system was awarded to Trane Philippines.

Capitol is using the faster way of procurement in order to finish the CICC in time for the Asean summit in December.

Main venue

The CICC is the main venue for the summit and it may cost the Province of Cebu up to P400 million.

There is already an approved budget of P250 million for the project, but Garcia said she will prepare a supplemental budget for the project.

The additional budget is estimated at P150 million to P175 million.

Garcia said the cost of the structural steel has gone up, the main reason an additional budget is needed. (MBG)
