Talk back: That US citizenship issue By Vicente F. Gambito
(First of Two Parts)
It is apparent from the arguments of Percival de la Torre (Sun.Star Cebu, Talk Back, “US citizenship debate,” July 15, 2006), that he has not read the discussion at our websites: http://territorial-filipino.blogspot.com and http://www.ampoy. reklamo.ph.
To summarize our basic argument (supported by lengthy definitions and analysis that need not be restated here): The Citizenship Clause in Section 1 of the Fourteenth Amendment to the U.S. Constitution consists of a compound subject.
1. “All persons born or naturalized in the United States”; and
2. “(All persons) subject to the jurisdiction” of the United States (from “thereof”)
The second subject joined to the first by the coordinating conjunction “and” is the phrase “subject to the jurisdiction thereof.”
This phrase is the elliptical for the complete construction, “all persons subject to the jurisdiction of the United States,” with the main subject “all persons” omitted to be understood rather than to be stated or repeated for brevity or style. (to be continued)
