Mayors to guv: Step into MCWD
CARMEN. Though over 40 kilometers north of Cebu City, Carmen town---or at least a water project proposed in it---is now at the center of a debate that will impact on Metro Cebu’s future. (File)
WHILE she believes improvements are needed within MCWD, Cebu Gov. Gwen Garcia prefers not to dwell on who the appointing authority in the water district board should be.

That’s a question with two possible answers: the governor or Cebu City Mayor Tomas Osmeña.

Garcia said, though, that if a seat in the Metropolitan Cebu Water District (MCWD) board expires soon, then the charter of the water district should be followed when appointing the replacement.
