Friday, September 29, 2006 Mandaue reclamation gets PRA approval
THE Philippine Reclamation Authority (PRA) has approved the registration of lands in the Mandaue City North Reclamation Project.
PRA board officials passed a resolution approving the registration.
The 81.5-hectare reclaimed land is part of the 300-hectare north reclamation project located along Cansaga Bay.
Among other provisions, the resolution states that the PRA will be given a five percent share out of the net saleable areas of the completed reclaimed lands, which is about 3.46 hectares.
Fees, penalties
The resolution also requires the Mandaue City Government to pay all the filing and processing fees, as well as the penalties.
The board authorized the PRA general manager to enter into and sign a contract with the City Government to implement the terms and conditions of the registration and the reclamation of the remaining areas of the project.
In an interview yesterday, PRA director Elberto Emphasis said that once the properties are registered, the lots can already be titled.
The title will be issued to the PRA, which will transfer it to the City Government. The titles will eventually be transferred to private corporations that will buy the lots.
Emphasis said the PRA’s share will be given to the City.
In 2005, Mayor Thadeo Ouano wrote the Public Estates Authority (PEA) for the special registration of the reclamation projects of at least four companies.
Requirements
He mentioned in the letter that the four companies were of complying with PEA requirements when the Department of Environment and Natural Resources (DENR) stopped the project.
The DENR intervened because the foreshore lands that were reclaimed were classified as timberland.
While waiting for the presidential proclamation declaring foreshore lands as alienable and disposable, the mayor asked “that the City be given some flexibility in complying with the guidelines and the procedures of the special registration of the unauthorized reclamation particularly the sharing scheme.” (AAG)
