Monday, November 06, 2006 Appointments now OK without CSC confirmation
LOCAL government units (LGUs), national government agencies, and government owned and controlled corporations can now appoint individuals to positions up to the third level in career service without the Civil Service Commission (CSC) attesting to it.
In its goal to empower agencies to self-manage in human resources management and development, the CSC has delegated its personnel function to accredited national and local government agencies.
CSC 7 Director David Cabanag said that since they revised the policy, several government agencies have been granted accreditation allowing them to issue appointments without the CSC attesting to them.
Administrative Code of 1987 declares appointments without CSC concurrence null and void. But the revised policy still allows CSC to check the adopted rules of each agency on how they would screen qualified applicants and assist them in improving their performance on personnel management and development.
Cabanag said agencies that are not yet accredited but are interested to function on personnel management without the CSC intercession will be strictly screened base on its capability and background of the appointing authority to ensure a non-biased appointment. (AIV)
