Barili cop faces raps for confiscating license

AN administrative complaint has been filed before the Provincial Internal Affairs Service (PIAS) regarding a policeman who allegedly confiscated a driver’s license without issuing a receipt.

PIAS will investigate SPO1 Virgilio Concepcion for threats and abuse of authority.

Robin Bitangga, a minibus driver, had claimed that the officer was drunk when he confiscated his driver’s license.

Bitangga, who drives a minibus for Robin Trans owned by his father Liberato Bitannga, had the incident recorded at the Barili Police Station.

Though a resident of Barangay Sta. Ana, Barili, Concepcion is assigned in a police station in Camotes Island.

The incident happened at the Barili Public Market in Barangay Poblacion at dawn last Oct. 29.

Bitangga said he was on his way to the market to pick up passengers when Concepcion stopped him.

The policeman told him he was overloading and not to move the bus. He then asked him to show his driver’s license.

Concepcion confiscated the license and gave him a photocopy of an official receipt.

Bitangga said he tried to reason with the policeman but was told he would be brought to the police station.

He was told to get out of the bus.

Bitangga alleged that the officer threatened him with his gun.

Two hours later the officer gave him back his license and fled.

The PIAS will be gathering information to find out if any of the allegations are corroborated.

Concepcion will also be asked to submit his answer to the allegations. (MEA)
