Staff wins incentive as Danao tops evaluation of hospitals
DANAO City topped all 18 district hospitals in Cebu Province in the first recognition ceremony held for the Capitol-run medical facilities.
The Lapu-Lapu City District Hospital was named second, followed by the Sta. Rosa District Hospital in Olango Island.

An apparently elated Dr. Cynthia Duterte, chief of the Danao City District Hospital, received the award for the 41-member staff. In an interview with Sun.Star Cebu, Duterte said she has been working with the hospital since the 1970s and this is the first time their work has been recognized.
“I am very overwhelmed,” she said.
Although it is only a 25-bed hospital, Duterte said they have a more than 200 percent admission rate, or 80 to 90 patients per day.
The hospitals were evaluated based on their income, attendance and the complaints, if any, raised by the public against them. A performance evaluation committee headed by lawyer Manolette Dinsay, the Capitol’s consultant on labor, conducted the evaluation.
Although they still rely on the Capitol’s resources to operate, all the district hospitals in the Province have posted income higher than last year’s.
“The governor is very open to suggestions and complaints. We tell her what we need to improve, such as fill up positions for medical technologist and others, and she acts on them,” said Duterte.
“She has addressed our needs such as equipment and medicines. We could never say that it is perfect or everything is complete, but they are there,” she added.
When Garcia started her term as governor in 2004, she gave each hospital a standby fund for emergency purchases of medicines, on top of the annual allocation that she increased, just in case a hospital runs out of supplies.
She also decentralized the purchase of medicines, although the accreditation of suppliers and the bidding process are still with the Capitol.
To fill up all vacant positions, she also introduced the outsourcing of medical personnel, which also saved the Capitol money that would have gone for benefits had they hired regular workers. Hiring personnel through the old manner also takes time.
In her speech yesterday, Garcia said the Capitol has given the public hope in government and government officials.
“We have shown them that it can be done,” she said in her speech, hitting at what she calls “perfect gods preaching from their powerful pulpits, columns and editorials who just couldn’t believe that the government is working.”
As the first prize winner, each worker of the Danao City District Hospital will get an additional P3,000 bonus, on top of their extra cash gift of at least P10,000 each.
Those from Lapu-Lapu District Hospital will get an additional P2,000, while employees of the Sta. Rosa District Hospital will get an additional P1,000.
Garcia yesterday stressed her policy of meting out punishment for sloppy work and giving recognition for professionalism and good service. (JPM)
