because winning to them is not even ghost of a chance.
Are they a nuisance? Nuisance makes shrill noise, clutters, pollutes, offends, or disturbs.
Nuisance bets annoy election workers who have to tally all those fat zeros and they confuse less perceptive voters who can't distinguish Jonkie (Ouano) from Jonas (Cortes).
Abating nuisance
Abate the nuisance, did you say?
But de-listing a candidate can be tougher than asking City Hall to remove garbage someone dumped on your yard or persuading a neighbor to lower pitch and decibel in his karaoke practice.
Comelec won't touch a case even if it stinks under its nose unless a complaint is signed and sealed. And they go through the due process drill: papers, hearings.
How does Comelec know one's running is nutty, sinister, or vile? It doesn't. But Comelec suspects one is crazy if he runs to stamp out corruption.
Ah yes, Comelec looks at capacity to wage a serious campaign. Can Joyce run a caravan through a district in one day as Gov. Gwen Garcia did Tuesday, complete with open car and whistle-stop (where a polio victim waited for photo op and pledge of a new wheelchair)?
Joyce doesn't wage that campaign. Even a swing through one town is beyond her energy or means.
But tell you what, Joyce. Don't scream and kick if the Comelec drags you out of it. You still have to do the actual race anyway.
