I AM one of thousands of retirees who became proud that a Cebuano, Atty. Winston Garcia, was appointed president and general manager of the Government Service Insurance System (GSIS).

However, my expectations for better benefits from GSIS were quickly dashed. Attorney Garcia has made us suffer when he suspended the bonuses for 2006 and old-age pensions and Survivorship Pensions 2007 of retirees without an E-card Plus.

So I got my E-card Plus last February. However, I have yet to receive my benefits.

The management of Union Bank claims that no remittance of benefits has been made by the GSIS. If true, is the GSIS sinking in a sea of bankruptcy? To save the GSIS, change its president and manager. Get someone who is a certified public fgaccountant, not a lawyer.
