POLITICAL detainee Jigger Geverola wants the court to cite Gov. Gwendolyn Garcia, Capitol consultant Byron Garcia and jail warden Alito Gabuya in contempt after he failed to campaign last Sunday because he wasn’t provided a guard.
Geverola is running for councilor in Argao and the Toledo City Regional Trial Court allowed him to campaign on April 22 and May 6.
But the provincial jail management said they could not provide him security for lack of personnel.
Geverola, through his lawyer, filed the motion yesterday. He said Byron’s act in blocking the order is “contumacious and contemptuous.” He also said Byron was authorized by the governor not to follow the court order and Gabuya complied with Byron’s order.
Byron, meanwhile, said Geverola and his men should just stop experimenting, “like what they did to Russia and China.”
“I am a security man. I cannot play into the game of the enemy...Politics and security are both intricate and deadly issues in the Philippines. It can’t be addressed simplistically by threats and intimidation,” Byron said.
CSC complaint
Geverola also filed yesterday a complaint before the Civil Service Commission to look into the alleged anomalous practices imposed on jail guards of the Cebu Provincial Detention and Rehabilitation Center.
Geverola raised three issues against the governor and Byron. Among the issues is the alleged anomalous detail of prison guards to several prominent personalities and politicians.
Geverola alleged that guard Carl de la Cruz was detailed as bodyguard to Association of Barangay Councils president Teresita Celis, while guard Rex Bacayo was detailed to the Duranos in Sogod town.
He also described the appointment of Prison Guard (PG)1 Alfredo Abella as jail warden as irregular because his deputy warden, Reynaldo Pepito, has a higher rank of PG III.
Geverola also questioned the role of “a mere consultant” acting as “overlord of the jail,” even over designated jail officials and appointees.
Byron, in answer, said Geverola should wait until the latter becomes the governor so that he will be able to do what he wants with the jail. (MBG)
