PLEASE allow us to react on the article of Sun.Star Staff Reporter Garry Cabotaje on page A5 dated May 5, 2007, with the title, “Talisay to get neighbor’s trash.”
Also, this article mentioned that the said landfill site is located in “Tapul, a neighboring hilly barangay of Jaclupan, near the Mananga River where the Metro Cebu Water District (MCWD) has set up its dam.”
Having a landfill is a good move to solve solid waste management problem of a local government unit.
As a result of said article that mentioned that the landfill site is located near the MCWD’s Mananga Phase I Project facility, MCWD management sent technical personnel to conduct an inspection of the landfill site.
They found out that it is about three to four kilometers away from the MCWD Jaclupan water facility.
Per initial talk with the Department and Environment and Natural Resources, the drain of the landfill site will tend to flow towards the Pakigne River in Minglanilla, and that there was no application for Environmental Compliance Certificate (ECC) filed by Talisay City yet.
As an environmental advocate, it is MCWD’s position, therefore, that this proposed landfill project, and any other landfill project for this matter, should first undergo a thorough ECC process.
If the ECC is eventually granted, it is also strongly suggested that all the conditions and mitigating measures should be strictly followed and monitored.
As a concerned agency, MCWD is willing to play an active role in monitoring such compliance.
