Thursday, May 24, 2007 Davide gets 48.69% of votes, maintains standing as number 1 Cebu City councilor
NORTH district Councilor Hilario Davide III held on to his post as Cebu City’s first councilor, after garnering 48.69 per cent of the votes in his district.
As the first councilor, Davide, a lawyer, will take over when a vacancy occurs in the office of the vice mayor, as provided under Section 44, paragraph A of the Local Government Code.
He can also become acting mayor if both Mayor Tomas Osmeña and Vice Mayor Michael Rama are out of the country, if they are on leave or are incapacitated.
“That’s about the only job I have now as first councilor. In the absence of the vice mayor, I take over as presiding officer during the council sessions,” said Davide, who will be on his second term in the 11th Sangguniang Panlungsod.
No extra pay or honorarium is given to the first councilor.
Ranking
With a total of 101,989 votes garnered in the May 14 election, Davide got 48.69 percent of the votes in the north district, which has 209,446 registered voters.
The south district has 251,532 voters.
Councilors Nestor Archival ranked second with 47.77 percent of the votes in the north district, followed by Edgardo Labella with 46.17 percent and Sylvan Jakosalem with 45.37 percent.
The ranking is made to determine succession. It is determined based on the proportion of votes obtained by each winning candidate to the total number of registered voters in each district.
Although he got the highest number of votes in the south district with 107,785 votes, Councilor Rodrigo Abellanosa was ranked fifth in the overall rating as he only garnered 42.85 percent.
The other councilors and other percentages are: Councilors Christopher Alix got 42.21 percent, Edwin Jagmoc, 41.30 percent; Eduardo Rama, 39.47 percent; Gerardo Carillo, 38.37 percent; Arsenio Pacaña, 38.31 percent; Raul Alcoseba, 37.12 percent; Lea Japson, 36.54 percent; Jose Daluz III, 34.74 percent; Augustus PE Jr., 34.56 percent; Roberto Cabarrubias, 30.26 percent; and Richie Osmeña, 30.04 percent.
Banilad Barangay Captain Lea Japson, Basak Pardo Barangay Captain Roberto Cabarrubias and businessman Richie Osmeña are first-timers in the council.
With three councilors who are already on their final term at the council, major changes in the committee chairmanships are expected.
Davide said nothing has been assigned to any of the councilors yet, as they still have to discuss who can replace the outgoing councilors.
