PB backs plan to consolidate 5 watersheds

THE Cebu Provincial Board (PB) has rallied behind the bill of Rep. Eduardo Gullas (Cebu, 1st district) that seeks to consolidate Cebu’s five watersheds into one protected area.

The bill, dubbed “The Central Cebu Protected Landscape (CCPL) Act of 2007”, awaits the signature of President Arroyo.

This, after the bicameral committee on natural resources approved Gullas’ House Bill 4862 and Senate Bill 2532 early this year.

“This august body expresses its support to the bills and hopes that these will be signed into law sooner to afford protection and provide for the sustainable development of the protected area,” the PB resolution read.

Vice Gov. Gregorio Sanchez Jr., the PB presiding officer, signed the measure last March 19.

The PB said that the bill, once it becomes a law, will specifically address the problem of Cebu’s dwindling water supply.

The CCPL will consolidate the Buhisan watershed, the Mananga and Kotkot-Lusaran forest reserves and the Central Cebu and Sudlon national parks into one protected area, with a total area of 28,452 hectares.

It spans the cities of Cebu, Talisay, Danao and Toledo and the towns of Minglanilla, Consolacion, Liloan, Compostela and Balamban.

“It will protect, conserve, maintain and rehabilitate the protected area’s natural and physical attributes and ensure sufficient water supply for the Cebuanos and the future generation,” the PB added.

The CCPL will be placed under the management of the Central Cebu Protected Landscape-Protected Area Management Board, a policy-making body.

The PB passed its resolution of support after the Talisay City Council endorsed, through a resolution, the CCPL’s immediate approval. (GC)
