Governor to demand efficiency from workers
AS the start of her second term draws near, Gov. Gwendolyn Garcia announced that her administration will be more concerned with workers’ efficiency, this time warning she’ll dwell more on employees’ “discipline and decorum.”
Since three Capitol consultants were elected into office, Garcia will also hire a new consultant, aside from redistributing tasks of existing consultants.

The governor admitted that although there were some results, she was not satisfied with the movement of cases filed before the “committee on discipline and investigation” that she created for erring workers.
Saying this, she ordered the committee to resolve all pending cases before her first term ends.
Work closely
Garcia also tasked the committee and the new consultant to work closely for a more efficient job.
The new consultant is lawyer Hippocrates Rocina, who will handle matters on “performance management, employee management and decorum.”
She hopes that with the new consultant, she’ll be able to improve Capitol services.
Repeating what she said during her first term, she said she is not asking for Capitol employees’ love but demands professionalism from them.
“In the past three years, while we were very good at rewarding good work, still we have a number of bad eggs here who with impunity, continue to disregard rules. Others are very sneaky like snakes. They are very snakey and sneaky,” she said.
She was referring to some employees who allegedly stole documents and tried to “discredit the whole organization through backdoor strategizing and creating scenarios.”
CICC papers
Her statements may have come from the fact that documents on the construction of the Cebu International Convention Center (CICC) were reportedly given by Capitol insiders to be used by broadcaster Leo Lastimosa and businessman Crisologo Saavedra, both CICC critics.
The documents may have been authentic but were taken out of context or fell into the hands of people who did not have the technical capability to understand them, according to Capitol officials.
“To these employees, we know who you are and we know what you’ve done. Watch me,” Garcia warned.
Starting June 1, lawyer Manolette Dinsay, who is consultant on performance enhancement, will be consultant on promotion, development, organization and management.
Lawyer Rore Jon Sepulveda, meanwhile, will be consultant on information, revenue generation and compliance.
Three Capitol consultants have been elected into office.
Garcia’s father and former governor Pablo Garcia, who was consultant on local governance, has been elected congressman of the second district.
Garcia’s brother, Pablo John, was consultant on information, management and organization but is now congressman of the third district, while Julian Daan, who was consultant on barangay affairs, reclaimed his seat as member of the Provincial Board. (MBG)
