THE suggestion that the penalty against the Japanese caught filming a sexual act in Sulpa Island should be harsh is not a good one. Foreigners do not know your laws and should not be expected to.
Ignorance of the law is a fair excuse because you have thousands of laws.
Perhaps you should whittle them down to just a dozen or so, publish them on a leaflet and hand one to every foreign visitor. Then, you can punish harshly for a violation.
Punish these Japanese hard and you will have no tourism, no foreigners running businesses and no business. You will just have your island paradise and nothing more.
As an added side note, your main problem is not sex. Everybody gets sex. No sex and your race will die out. Maybe that is a good thing if you are so hung up on sex. Stop all sex for 70 years and your islands will belong to somebody else.
Your real problem is the vigilante. He kills. Killing is bad; sex is good.
