Sunday, August 19, 2007 ‘Shoving’ prompts complaint v. LTO director
CRIMINAL and administrative complaints were filed against Land Transportation Office (LTO) 7 Director Alex Leyson before the Office of the Ombudsman-Visayas last Friday.
Joefrey Quiñones accused him of conduct unbecoming of a public official, disgraceful and immoral conduct, and violation of the Code of Conduct and Ethical Standards for Public Officials and Employees.
He also filed criminal complaints for physical injury, grave threats, and slander by deeds.
Quinoñes, who identified himself as a media practitioner, likewise asked the anti-graft office to preventively suspend Leyson pending investigation.
In his affidavit, Quinoñes said that he was talking to a friend by the LTO 7 hallway last Wednesday when Leyson approached them.
He said the lawyer, who “was looking mad,” suddenly grabbed him by the neck and tried strangling him.
Quinoñes said that out of shock, he failed to defend himself and just stared at Leyson, who then walked away.
But he was “surprised” when Leyson went back, grabbed him by the nape, and hit him hard at the back of the head.
“After mauling me, he threatened me saying, ‘Saka nya sa taas ha kay buk-an tikag ulo’ (Try going up to my office and I will crack your skull there),” he quoted Leyson as saying.
Quiñones attached a medical certificate to his complaint. Leyson, on the other hand, denied the mauling allegation.
In a radio dyLA report, Leyson admitted shoving Quinoñes, whom he said circulated stories that he was unqualified to hold his post and would be replaced. (KNT)
