PRO 7 head okay with revamp plan

POLICE Regional Office (PRO) 7 Director Silverio Alarcio Jr. supports the decision of the Cebu City Police Chief Patrocinio Comendador to reorganize the local police and change the assignments of his personnel.

He said he spoke with Comendador yesterday and told him that there are 150 policemen in the region who have just graduated from the training center.

Alarcio is willing to assign some of them to the Cebu City police.

Plaints forwarded

Alarcio, who gave the NBI 7 the clearance to entrap three Vice Control Section (VCS) operatives, said Cebu is a key city and that the police should do its duty by providing quality service.

The PRO 7 chief received copies of the administrative complaints filed by the National Bureau of Investigation (NBI) 7 against the three operatives of the disbanded VCS.

Alarcio said he has forwarded the complaints against SPO1 Jaime Otadoy, PO3 Rey Albotra and PO1 Raniel Capang-pangan to the Regional Intelligence Division (RID) under the command of Senior Supt. Augusto Marquez to conduct the investigation.

Waiting game

He said he will wait for the recommendation from RID, which will determine the probable cause, to implement preventive suspensions against the three operatives.

The NBI 7 has charged Otadoy, Capangpangan and Albotra with simple robbery, extortion and various graft violation before the Office of the Ombdud-sman-Visayas right after Otadoy was arrested in an entrapment last Aug. 22.

They were accused of allegedly extorting P2 million from businessman Reuel Lerio. The amount was later reduced to P1.2 million.

But the anti-graft office only gave due course to the simple robbery charges, allowing Otadoy to immediately post the P20,000 recommended bail.

The other charges have been re-docketed for preliminary investigation upon the recommendation. (JST)
