Wednesday, October 03, 2007 On Day 1, PRO chief authorizes suspension
ON his first day as Police Regional Office (PRO) 7 director, Chief Supt. Ronald Roderos signed a staff head’s recommendation, presented an arrested person and talked to the press.
Roderos signed yesterday the recommendation of the Regional Personnel and Human Resource Development Division appointing Chief Insp. Henry Biñas as summary hearing officer in the administrative case against Senior Insp. Jose Liddawa.
With Roderos’ approval, Liddawa’s 45-day preventive suspension took effect as he faces summary dismissal proceedings.
At Cebu City Hall, even if the candidate he endorsed did not get the post, Cebu City Mayor Tomas Osmeña assured that the City Government will support the PRO 7 under Roderos’ leadership.
“Yes, we will support them for now,” he told a news conference yesterday.
When asked to explain what he meant by “for now”, the mayor said: “You know, we will just treat the situation like it’s there already, let’s see first how it works out.”
Continuity
Osmeña had endorsed the appointment of Chief Supt. Ireneo Bacolod as the next PRO 7 chief, but Roderos, who was recommended by Gov. Gwen Garcia, was appointed to the post last Monday.
The mayor would not say why he did not endorse Roderos for the post but yesterday, he said the new regional director could also be qualified.
“I guess so. I just recommended Bacolod because I heard he’s good. They told me the other guy (Bacolod) is better,” he added when asked if he thinks Roderos is qualified to be a regional director.
Roderos assured he will continue the programs initiated by his predecessor, Chief Supt. Silverio Alarcio Jr.
“All his existing instructions, policies and directives are still in effect unless modified later on. So we can have continuity,” Roderos told reporters.
Alarcio paid Roderos a short visit yesterday and asked him to continue efforts to rehabilitate Barangay Kampoot, Tuburan, which is a project aimed to counter insurgency.
Also in the list is the priority program of PNP Chief Avelino Razon Jr. called “Mamang Pulis.” The concept is to bring back the “glory of the police.”
Alarcio said the program aimed to make police officers in the streets friendly and approachable.
Alarcio congratulated Roderos on his appointment.
“He is very familiar with the region. He knows the ins and outs of the office of the regional director. He is also competent and capable,” Alarcio said.
Alarcio will formally turn over the command of the Police Regional Office (PRO) 7 to Roderos in a ceremony today.
There will be no arrival honors for Razon, though, as this was his request. Razon told them it was better if police officers remained in the streets than to march at the ceremony.
Roderos also plans to meet local chief executives and visit police stations in Central Visayas.
“I am so happy. Also my relatives, they are so happy. As I said before, it is the dream of a police general to have a post that is right for his rank,” he said.
Regional Intelligence Division Chief Augusto Marquez also presented to Roderos an arrested person yesterday morning.
Aldrin Abellana, 30, of Sitio Sansan, Barangay Maño, San Remigio, had standing warrants for robbery with violence and intimidation and attempted rape.
The warrants were issued by Bogo Regional Trial Court Judge Antonio Marigomen, who set bail at P220,000 for the two offenses.
Abellana told reporters that someone wanted to get back at his family and implicated him in a crime. He claimed the person was accused by his uncle of stealing a motorcycle that Abellana had been using.
Abellana was playing basketball when a four-man team from the RID arrived to serve the arrest warrants. (MEA/LCR)
