Tuesday, October 23, 2007 10 disqualification complaints filed
THE Commission on Elections has already received 11 complaints against candidates for the Oct. 29 polls yesterday, a day before the deadline.
One of those who filed was the son-in-law of Badian Mayor Carmen Lumain against the ma-yor’s nephew.
Hyris Villarin, husband of Lumain’s only daughter, is seeking the post of barangay captain of Pob-lacion, Badian.
But Lumain’s nephew, Robburt Librando is running against Villarin.
Yesterday, Villarin filed a disqualification complaint against Librando on the grounds that Librando has not met the basic requirement of one-year residency before he can run for the position.
Villarin alleged that Librando has been living in Mandaue City and has voted in the city during the May 14 elections and even in previous elections.
Librando only registered as a voter of Pobla-cion, Badian last July.
Residence
In Tuburan town, aspiring village chief Cirilo Baring of Daanglungsod alleged that his opponent Sofronio Amancio failed to comply with the one-year residency requirement. He said Amancio he has been living in Barangay Tuminhaw.
In Naga City, incumbent councilor of South Poblacion Adonel “Bobby” de la Fuente requested the Comelec to declare one Bobby Alforque a nuisance candidate.
De la Fuente and Alforque are both running for barangay captain of South Poblacion.
De la Fuente alleged that Alforque has no means of income to launch a massive campaign and that his running against de la Fuente using the name “Bobby” is to put the election process “in mockery or disrepute,” and to cause confusion among voters.
If a voter will only put Bobby in his ballot, the vote will be considered invalid because there are two candidates with the same name and none of them is an incumbent barangay captain.
Still from the same barangay, one Winley de la Fuente filed a disqualification case against Nathaniel Montebon, who is also running for the same position.
Winley alleged that Montebon is not a resident of South Poblacion but of Central Poblacion.
She also submitted a certification issued by incumbent Barangay Captain Condrado Chiong Jr. attesting that Montebon is not a resident of his barangay.
In Sagay, Toledo City, Ronnie Mendez, who is aspiring to be a barangay captain, asked the Comelec for the cancellation of the certificate of candidacy of his opponent Jimbo Luza.
Mendez alleged that Luza is not a resident of Sagay but of Poblacion, Toledo City.
In another barangay in the same city, Rogelio Caburnay, candidate for village chief of Puting-bato, asked for the cancellation of the candidacy papers of his opponent Policarpio Tapilot.
He alleged that Tapilot is not a resident of Puting-bato but of Barangay Gen. Climaco.
Same post
Two aspiring village chiefs of Tudela town are also facing complaints before the Comelec for allegedly running for the same position even after serving three uninterrupted terms.
Greman Solante, who is running for barangay captain of Villahermosa, Tudela, alleged that his opponent Tereso Enero has already ran and won as barangay captain in 1994, 1997 and 2002.
Hernane Laguna, an aspiring village chief, also requested the Comelec to cancel the COC of Ignacio Labayan as he has already served as barangay captain in 1994, 1997 and 2002.
Over the weekend, Comelec has received three complaints.
Those who wish to complain against any candidate have until today to file a case before the Office of the Provincial Election Supervisor. (MBG )
