Tuesday, November 27, 2007 Cebu City Hall to lease Pasil port for 2 years
ALTHOUGH he declined to be reelected as Association of Barangay Councils (ABC) president to concentrate on his barangay, Guadalupe Barangay Captain Eugenio Faelnar has another responsibility assigned to him by Mayor Tomas Osmeña.
The City Council committee on laws is going over a proposed lease contract to be entered into by the City and the Pasil Fish Port Multipurpose Cooperative, which is represented by Faelnar.
The cooperative will lease the Pasil Fish Port and the City’s refrigeration facilities for two years with a monthly rental of P2,500 a month, which will be collected every three months.
In an interview, Faelnar said they volunteered to manage the fish port after the mayor asked him and several other barangay captains.
With him in managing the cooperative are Barangay Captains Jojo Sable (Suba) and Benjamin Zabate (Sawang Calero), and Barangay Captain-elect Rustom Ignacio (Inayawan).
He said the Pasil Fish Port is the only port he knows where filth instead of fish is abundant.
He said the ice making and refrigeration facilities are no longer operating after the company operating them left.
Faelnar said that he would not really devote most of his time in the cooperative because he could always have Sable and Zabate, who are more familiar in operating one, hold the reins while he is away.
And he no longer has to be physically present at the port to lead the cooperative.
“Jojo (Sable) and Jaming (Zabate) already understand how that operates. The mayor said that if they need capital, this is where Rustom (Ignacio) and I come in so that there will be a livelihood program for those at the Pasil Fish Port,” he said.
P7.5T payment
According to the contract’s terms, the cooperative will make an advance payment of P7,500, and is allowed to sub-lease portions of the 2,106-square-meter fish port and 3,025-square-meter refrigeration facility.
The cooperative is also responsible for repairs needed for the fish port’s efficient operation.
It likewise should inform the City 60 days before the contact’s expiration whether the cooperative will renew it or not.
Faelnar said they likely would not operate the refrigeration facility because it requires millions in capital.
But the decision would be finalized once the lease contract is done with and they are ready to start supervising the fish port’s operations. (RHM)
