BASED on the fifth fundamental right of state, one of the ways to acquire additional territories is accretion, in which a piece of property expands through natural means (caused by natural forces such as volcanic eruption) or artificial process (by reclaiming part of the sea or through reclamation projects).
In the case of Lapu-Lapu City Mayor Arturo Radaza’s desire to reclaim 400 hectares off the coast of Punta Engaño, what is the real purpose of the project?
Is it really to address the problem of congestion or is it just another capitalistic exploitation of nature and the people?
The plan will probably help President Arroyo cover up use of funds. I will not be surprised if the project is approved by the President.
The proposed reclamation will not only destroy aquatic ecosystems off Punta Engaño, but will also disturb the way of life of residents. Imagine the pollution it will cause in the barangay.
Whatever remained of the beauty of Punta Engaño should be preserved. While cities in Cebu Province are competing in terms of economic development, the project will only worsen the plight of the people.
The money that will be used for this project will be another burden to the people, an additional debt.
