THIS is a question of whether the failure of the St. Louis School of Mandaue in Mandaue City to refund a reservation fee of P1,000, as per admission policy, is moral and legal or constitutional.
Despite a conference held on Sept. 25, 2007 by the Department of Education 7 with school administrators, the secretary of education has not given an opinion on the matter.
It is noteworthy to remember that the Manual of Regulations for Private Schools has to comply with the educational policies enunciated in the Constitution and existing laws.
Thus, all educational institutions, whether public or private, should be supervised reasonably and regulated appropriately.
Anticipating delayed explanations, I think now is the time to solicit from Good Samaritans their opinions on the constitutionality or validity of the non-refund policy, not only by St. Louis but also by other institutions.
