DWUP overrates target by P2M

“MISCALCULATED target.”

And it was not made by the military but by a Cebu City Hall department.

The Division for the Welfare of the Urban Poor (DWUP) made an off-the-mark projection of collecting P3 million a month from socialized housing beneficiaries.

It only managed to collect only P900,000 a month, and was summoned to the City Council to explain before the City Council last Friday.

“The only question here is why you fell short of your promised target of collecting P3 million per month,” said City Councilor Jose Daluz III as he interrupted DWUP’s Danilo Gabiana.

Gabiana started his explanation with a reminder that they already did a comprehensive report before the City Council last Sept. 5, when consultant Charmae Pyl Nercua said some P100 million worth of properties are “unlivable” 10 years after the lots were bought.

Intended for Cebu City’s urban poor socialized housing program, the properties remain idle.

During the session, DWUP consultant Charmae Pyl Nercua took over from Gabiana and said that she was still a non-government organization representative to the Local Housing Board then when the DWUP promised in a meeting last year to be able to collect the amount.

“(It was) a miscalculated target. There was no basis for the promise,” Nercua said, explaining that the estimate was not based on projections from gathered data but was made because DWUP was pressed for a figure.

Nercua said the DWUP could actually collect then P900,000 a month because of the undeveloped and unlivable sites, and only a few homeowners associations have active memorandums of agreement with the City.

But she assured the council that “we will be able to meet the P2 million per month target for next year.” (RHM)
