North road gets new funding source
THE Cebu North Coastal Road Project (CNCRP) has a new funding agency and the project was recently endorsed by the Regional Development Council (RDC) 7.
CNCRP, also known as the Mandaue-Consolacion-Liloan Road Project, was identified as one of the basic infrastructure facilities needed in Metro Cebu based on the Cebu Integrated Area Development Master Plan Study.
It was previously endorsed for funding to the Japan International Cooperation Agency but the project was not considered under the Japanese Government’s 27th Yen Loan Package.
As approved by the RDC, the project will now be funded by Korea’s Economic Development Cooperation Fund (EDCF), through the recommendation of the Department of Public Works and Highways.
This year, P100 million was released for the project. The amount was spent for the acquisition of road-right-of-way and civil works for the approaches of Cansaga Bay Bridge.
Next year, EDCF will finance the next phase of the project.
Priority project
Gov. Gwendolyn Garcia said President Arroyo designated the project as one of the government’s priority projects for 2008 to ease traffic congestion in the north.
Arroyo led the groundbreaking ceremony last April 27.
“It is also one of the major projects identified in the Medium-Term Regional Development Plan as necessary to attain the transportation sector objective of enhancing the physical linkages within the region,” read the RDC brief.
CNCRP is also expected to provide a direct route to the Mactan Cebu International Airport.
The CNCRP will be a 9.5-kilometer, four-lane divided highway running parallel to the existing north-south access. It is estimated to cost P2.3 billion, divided into two packages.
The first package includes the 684.13-Cansaga Bay Bridge, which will connect the existing paved road in Barangay Paknaan, Mandaue City to Tayud, Consolacion.
Package two comprises an 8.06-kilometer road, including the 54-meter Suba bridge, a pedestrian overpass, and the Tayud overpass. (JGA)
