Maybe you already did a thorough research, but I am just wondering:
(a) Whether a local government could lawfully set aside public funds to pay for the "Kumbira ni Radaza"; what did the city attorney of Lapu-Lapu say?
Even if it's legal, your article is still an excellent critique on the behavior (or misbehavior?) by a local governmenunit.
(b) If it is unlawful, how did the local government raise the funds? Did it come from the private treasury of the local politicians (unlikely?). Did it "persuade" local business establishments to contribute to the festivity (likely?)?
On another but on similar plane of conduct (or misconduct?):
Did not Arroyo distribute "monetary gifts" to local governors when they met with her at the Palace not too long ago? What about the expenses of legislators who accompanied Arroyo in her recent trip to Spain?
Monkey see, monkey do? Sad, but it looks like we (country and people) have not hit the bottom yet!
