3 rookie policemen 'mauled' dispatcher

THREE rookie policemen, who are undergoing field training program (FTP) in Cebu City, were accused of mauling a dispatcher on Juan Luna Ave. in Barangay Mabolo last Sunday night.

Joseph Eugenio, who resides in Sitio Birhen sa Regla, Mabolo, claimed PO1s Julius Tampus, Christopher Sollano and Rommel Golocino attacked him around 9 p.m.

He also accused the three police officers of planting evidence against him. He was referring to a pair of scissors and several coins allegedly taken from him when police arrested him.

The three policemen were deployed near the Carmelites Monastery as part of the security detail for the relic of St. Therese of the Child Jesus.

According to the report lodged by the 29-year-old Eugenio to the Mabolo Police Station, he went to the monastery looking for his relative who works as a dispatcher in the area, when the FTP policemen accosted him for illegal dispatching.

When Eugenio tried to reason out, the three police officers allegedly frisked and arrested him after a pair of scissors and coins were found in his possession.

Eugenio denied ownership of the items.

Violations

The police, in a separate report recorded at the Mabolo Police Station, said Eugenio was arrested for violating City Ordinance 1219, which prohibits dispatching activities, and for violating City Ordinance 512, which prohibits drunkenness in public places, resisting arrest, concealing a deadly weapon and disobeying a person in authority.

According to the report, the police officers called the attention of Eugenio for dispatching near the monastery, which caused traffic along the area.

Instead of heeding the police, Eugenio reportedly told them he was not afraid of them.

This prompted the rookie policemen to arrest him.

Eugenio is detained at the police station, while waiting for the complaints to be filed against him today at the prosecutor’s office. (JST)
