Enguerra seeks reinvestigation on escape of CPPO detainees
EXPRESSING his disagreement over the results of the pre-charge evaluation of the Regional Investigation and Detective Management Division (RIDMD), Supt. Juanito Enguerra has asked for a reinvestigation on the escape of eight detainees from the Cebu Provincial Police Office (CPPO).
“Unfortunately, wala ko makauyon (I didn’t agree with their findings),” he told reporters yesterday.
He submitted a request to CPPO Director Carmelo Valmoria, who will, in turn, forward it to the Police Regional Office (PRO) 7 for review.

Enguerra said the investigation failed to establish who was responsible for the escape.
He also lamented that their names were published in newspapers and aired over local broadcast stations even before PRO 7 Director Ronald Roderos had approved it.
“It creates the impression that I am not a good officer because I have a case. This is the first time for me. It is difficult looking for a lawyer. It uses up time, effort and expenses,” he said.
Enguerra said he could not be faulted under command responsibility because the jail is used by the entire CPPO, not just the Provincial Intelligence Branch.
He reiterated that the only lapse came from PO2 Junar Rey Barangan, who signed the turnover form without first making a proper headcount of the detainees.
The RIDMD investigation report stated that Enguerra, Barangan and SPO2 Armand Devilleres of the CPPO and PO3s Danilo Lopez and Dindo Tajanlangit be charged with simple neglect of duty for failing to follow procedure during the turnover and the receiving of the inmates.
In a news conference, RIDMD Chief Arturo Evangelista had said that the circumstances and the reenactment that Enguerra had requested could be done by the summary hearing officer.
Valmoria, for his part, said he explained to Enguerra that the circumstances of the escape will be threshed out during the formal investigation.
“He should not be demoralized. Sometimes, we are confronted with this kind of situation. Anyway, the truth will come out. This is not a trial by publicity,” Valmoria said in a separate interview.
He said they have a legal officer Enguerra can approach if he needs legal assistance. (MEA)
