Landowner accuses prov'l. treasurer of trying to put her lot under Capitol's name

A TAXPAYER has filed a case accusing a Capitol official of attempting to transfer illegally the ownership of her lot to the Provincial Government.

Leopolda Cecilio, through her lawyer Rodolfo Morelos, accused Provincial Treasurer’s Office chief Roy Salubre, a lawyer, of illegally attempting to transfer the property’s ownership, for non-payment of taxes.

Cecilio owns a 64-hectare parcel of land in Barangay Uling, Naga City, Cebu. She insisted that she already paid all of her tax obligations to the Naga City Treasurer’s Office amounting to P123,415.

While it was true that Cecilio paid over P100,000 for her tax dues, Salubre, however, clarified that the latter still has a balance of about P7 million in real property taxes.

That balance has been pending for more than a decade already, he said.

Salubre said that they will pursue their plan to transfer the lot to the Province’s ownership, if Cecilio fails to settle the tax dues by or before the end of the month.

Cecilio, however, said she already paid all the tax dues last Jan. 16, 2008.

She also said the notices of the levy dated July 27, 2007 and the auction sale on Jan. 16, 2007 were not officially issued to her.

Cecilio also said there is a pending case filed with the anti-graft office against Salubre, Engr. Anthony Susuco and Alfredo Yong.

Another case is pending before the Regional Trial Court’s Branch 10 in Cebu City over the same property, she said.

“Why should Atty. Salubre be personally interested in secretly attempting to demand the transfer of ownership thereof to the Province when it should be the City of Naga that has jurisdiction and interest over the property and taxes?” said Cecilio.

Cecilio added that she and Salubre agreed before Ombudsman Assistant Director Virginia Santiago for the extension of the payment of taxes, since “the government is not interested in the property but in the payment of taxes.” (GMD)
