BIN man accused of shooting 2 workers

A REPORTED member of the Barangay Intelligence Network (BIN) said to be affiliated with the Criminal Investigation and Intelligence Bureau (CIIB) was accused of shooting two shell craft workers in Sitio Pagatpat, Barangay Mambaling, Cebu City Sunday night.

Victims Abel Puerto, 19, and Romnick Elarcosa, 19, both of Sitio Lawis, Mambaling were taken to the Cebu City Medical Center for treatment of their gunshot wounds.

Puerto suffered wounds on both his knees while Elarcosa was injured in the shoulder.

The suspect was identified as Joel Zapanta, a BIN member, who is also a resident in Mambaling. He was reportedly armed with a revolver.

Cebu City Police Office (CCPO) Director Patrocinio Comendador, in a news conference yesterday, said he ordered CIIB Chief George Ylanan to verify if Zapanta was indeed a BIN member and check into his background.

Comendador said the CCPO does not allow any BINs to carry firearms.

Initial investigation conducted by the Homicide Section showed that the victims and some of their friends were drinking along the road in Sitio Pagatpat when Zapanta passed by.

After walking a few meters away, Zapanta allegedly stopped and fired, unprovoked, several shots at the victims. (JST)
