IBP commends cops for arresting 'killers'
THE Integrated Bar of the Philippines (IBP) – Cebu City Chapter commended the Criminal Investigation and Intelligence Bureau (CIIB) for the arrest of the suspects in the killing of nursing student Ruby Jade Ruba.
The IBP, in a resolution unanimously approved last March 11, commended the members of the Cebu City Police Office, particularly the CIIB, for their relentless efforts that resulted in the arrest of Ruba’s attackers.
Aivan Barabat, 20, who lives in Unit 4 Oppra, Barangay Kalunasan and Mark Anthony Gabriel, 18, of Ponce Capitol Greenhills, Capitol Site, Cebu City, were arrested and charged with robbery with homicide after confessing they were responsible for the crime.

Both are chapter leaders of Crips Gang.
Barabat admitted he shot Ruba when she shouted after he got her cellular phone. The robbery took place along Gov. Roa St., Capitol Site past midnight of March 6.
All the officers of the IBP headed by lawyer Briccio Joseph Boholst signed the resolution.
One of those who signed the resolution was lawyer Alex Tolentino, IBP’s immediate past president, who has been vocal against vigilante-style killings in Cebu City.
“The heinous crime that victimized a young promising nursing student shocked the community that has been numbed by countless unsolved murders in the past,” read the resolution.
“The arresting peace officers deserve the sincere appreciation from Cebuanos, particularly from the IBP Cebu City Chapter, which has always denounced all forms of lawlessness and violence in our society,” the resolution added.
Commended are Senior Insp. George Ylanan, Task Force Ruby Jade commander; SPO1 Filomeno Mendaros; PO3 Jonas Tajanlangit; PO2 Edward Abatayo; PO1s Philip Plasus, Esmeraldo Quillosa and Milberto Yosores.
All the police officers received copies of the resolution yesterday.
“I am grateful to the IBP for recognizing our efforts. Although it is part of our duty (to run after criminals), the IBP resolution or even just a simple note of appreciation will lift our morale,” Ylanan said when sought for comment. (JST)
