Nighttime work at site proposed

CONSTRUCTION of the Banilad flyover is “still on schedule,” said Cebu City Councilor Sylvan Jakosalem, quoting a report made by the contractor.

The City Council, however, wanted to be apprised of the situation, and asked WTG Construction and Development Corp. to have a representative show up in its session next week.

A few councilors also revealed concerns raised by constituents, including the suggestion for WTG to build the flyover 24 hours a day, and especially at night.

Light traffic

What is happening, said Councilor Nestor Archival, is that construction is in full swing during office hours, but not at night, when traffic is supposedly light.

South district Councilor Gerardo Carillo first raised the same observation relayed to him by friends.

“A lot wondered if the contractor could work 24 hours a day instead of just during office hours…so there is lesser damage to the business sector (if they finish construction earlier than the schedule),” Carillo said.

Construction started last Feb. 1, and is projected to be finished in six to eight months.

Jakosalem said that while they were told in yesterday’s City Traffic Operations Management (Citom) board meeting that construction is on schedule or even weeks earlier, it was unclear if what was referred to was six months or eight months.

‘Critical’

As of the moment, he said, only a remaining “critical” pier needs to be erected.

Jakosalem, who lives in Ma. Luisa Subdivision just a stone’s throw away from the site, said that what he knew is that actual work continues until nighttime and that only light works are done during the day.

Archival, who passes by the construction site on his way home, said it does not seem to be the case because he, too, noticed that construction does not proceed at night.

He asked for the special committee composed of city councilors created to monitor the construction to intercede for the affected residents.

Councilor Hilario Davide III, committee chairman, said he wants WTG’s project engineer to be present in their session next Wednesday to update the body on the
construction.
