I’M almost fed up with this endless exchange of letters by Mayor Tomas Osmeña and MCWD, which the former labeled as a “bad water district.”
I’m not a fan of MCWD. It still has a whole lot to improve especially on its market coverage.
But one thing I know is that the highest governing body of MCWD is the Board of Directors, whose members were appointed by the mayor.
As a matter of fact, the chairman used to be his city administrator, one member is his bet for vice mayor come 2010, the latest appointee is his SRP promoter.
Ergo, if somebody is to blame, it should either be his Board or the mayor himself.
