Stray hawkers may get P1T penalty in Binaliw

VENDORS, agents and salesmen who wish to hawk their wares in Binaliw, Cebu City must first secure a written clearance from the barangay.

That way, the barangay can protect them from cases of theft, physical injury, violence, and other incidents.

“It is also the concern of the barangay to (ensure) the safety and convenience of vendors, agents, and buyers or salesmen and the like while in the jurisdiction of the barangay,” read the measure.

Clearance

According to Section 1 of the ordinance, a written clearance signed by the barangay captain or the officer of the day should be secured first before vendors can sell their goods.

Violators will be fined P500 to P1,000 and will be asked to pay for the written clearance.

The barangay ordinance, however, does not specify any amount for the clearance, and does not point out when only P500 is required as penalty, and when a violator should pay P1,000.

Vendors, agents or salesmen should indicate their name and signature, address, name and contact numbers of the company they are connected with, purpose in coming to the barangay, and present identification cards.

Barangay tanods, lupons, and personnel are “empowered to monitor, report, and enforce this ordinance and direct such personalities to the barangay office to seek and be issued (with) a written clearance.”

The ordinance was the first measure to reach the City Council for approval under the term of first-time Barangay Captain Wilson Bacor, who defeated administration-ally Artemio Ardiza in last year’s elections.

The council last Wednesday referred the ordinance to the committee on laws, ordinances, public accountability, and good government for its comments and suggestions. (RHM)
