Talisay adopts code for children’s welfare

THE City Government is set to fully implement the newly approved Child Welfare Code aimed at upholding the welfare and total development of minors in Talisay.

The City Council, in its session last week, formally adopted the code upon the recommendation of Councilor Edward Alesna, the committee chairman on laws.

“The committee hereby recommends the enactment of this laudable ordinance,” read Alesna’s proposal.

The committee members, who rallied behind the measure, include Councilors Dennis Basillote, Bernardo Joseph Odilao and Sabeniano Abatayo.

This developed after the City Council approved the Child Welfare Code of Talisay City, a proposal of Councilor Shirley Belleza, the committee chairperson on family, women and children.

Belleza came up with this measure upon noticing a significant increase of child abuse cases brought about “by the rapid growth of the city and its social dysfunction, as well as the decline of moral and spiritual values.”

Abuses

The measure seeks to protect children from abuses, uphold their basic rights and welfare, develop their potentials and promote their physical, mental and social well-being.

It also outlines the responsibility of parents, employers, concerned government offices and business establishments.

Belleza submitted the ordinance hailed as a landmark measure for children, after her committee held a public hearing last April 18 at the People’s Hall. (GC)
