AS a law-abiding person, I find distressing and dismaying the sight of people openly violating laws and regulations.

Take the example of a man, who looks like a foreigner, driving a motorcycle and not using a helmet. He seems to be affluent and educated, but why does he not follow the requirement on helmets?

And why is he not cited for violation of traffic rules? Is he beyond the pale of the law?

I am also distressed and dismayed seeing some Filipinos not wearing helmets while riding motorbikes. But traffic enforcers arrest them. Why is the foreigner spared?
