Capitol collects P486M in taxes

DESPITE its failure to collect taxes from some commercial and private firms, the Cebu Provincial Government still exceeded its target for the first quarter this year, posting about P486 million in revenue collection.

The Provincial Treasurer’s Office (PTO) collected P486,353,305 from taxes and fees, including those from the Cebu South Bus Terminal (CSBT) and the Capitol-run 16 district hospitals from January to April this year.

The PTO said the Capitol only pegged its target at P475, 278,123 for the first four months of 2008.

It also got an Internal Revenue Allotment (IRA) share of about P335, 978,763, which is higher than their expected share of P319, 340,098.

Last Wednesday, lawyer Roy Salubre, PTO chief, told Sun.Star Cebu that Cebu Electric Cooperative (Cebeco) I and II have failed to pay about P131 million in franchise and real property taxes.

Salubre said Cebeco II alone has an outstanding account of P66.2 million from 1992 to the present.

This formed part of the P69 million that Cebeco II questioned in court sometime in 2006. The cooperative is seeking to lower the franchise tax that the Province
demanded.

Cebeco II paid P2.5 million as initial payment for its franchise taxes.

Likewise, Cebeco I and II owe Capitol P65 million in real property taxes.
Salubre informed the Cebu Provincial Board that Cebeco I owes P55,331,710 and Cebeco II, P10,506,770.

Transformers

The Province already auctioned off some of the cooperatives’ properties to recover their unpaid taxes.

These include machinery, transformers, electric distribution poles, conductors and devices, among others.

Several district hospitals also made the Province’s coffers richer by P11,033,631.

Of the amount, P6,236,606 is from hospital fees while P4,797,025 is from medical, dental and laboratory fees.

Cebu Gov. Gwendolyn Garcia had advocated for the improvement of district hospital services, such as putting up air-conditioned rooms for those who can afford.

Meanwhile, the Capitol-run CSBT collected P9,785,291 in landing and parking fees from January to April this year; P5,958,944 collection from receipts; P2,525,861 from lease of properties and P1,300,485 from miscellaneous income.

Also, Capitol collected P2,537,760 in franchise taxes and P15,607,805 in real property taxes.

Likewise, fees collected from sand, gravel and other quarry operations reached P1,110,938, while the interest earned from deposits and treasury bills reached P9.6 million. (GMD)
