Tuesday, July 15, 2008 ‘Shootout’ sends CH team to Mabini
A CEBU City Hall team was again sent to Sitio Luton in Barangay Mabini after a city councilor received complaints of another road closure and barricade there, disrupting peace and order in the area.
Councilor Gerardo Carillo also received reports that armed guards of the warring lot owners in Luton have fired at each other recently, and that businessman Teodorico Adarna Jr. blocked public access to a road.
But when around 10 City Hall personnel and policemen visited the site yesterday, no barricade or new fence was found, except for an existing fence on the property of the Adarnas.
The fence blocked a dirt road leading to the house of businessman Roy Seno, but the caretaker of the Adarna property said the fence stands on their private property.
In their spot reports, the Cebu City Disaster Coordinating Council (CCDCC) and the Security Services Group also reported that there was no road blockade and there was
no unusual activity in Luton when they conducted separate inspections there last July 9.
In a phone interview yesterday, Carillo said the reports he has been getting seem to be related to the land dispute, which he said the City Government will not meddle in.
“Whatever their conflicts are, they should settle it among themselves in court. We are not questioning the ownership of the lots there, we’re just after the peace and order and we are just making sure that the residents there are not affected by their conflict,” he told Sun.Star Cebu.
Fencing permit
Carillo sent personnel of the Cebu City Disaster Coordinating Council (CCDCC), City Planning and Development Office (CPDO), Squatters Prevention Encroachment and Elimination Division (Speed) and some policemen to inspect the area yesterday afternoon.
Portia Abugan of the CPDO said she will just submit a report stating that a perimeter fence on the Adarna property is blocking a dirt road. The fence is supposedly
covered by a fencing permit issued in 1999 yet.
She said, though, that according to maps of City Hall, the road that was blocked is not listed either as a barangay or a city road.
Abugan also reminded the Adarnas to work on their development permits for the road they are constructing in their property.
A cease and desist order served to the Adarnas last May is still in effect after their road construction caused a landslide in Barangay Mabini.
Boulders, rocks and soil slid downhill after heavy rains there last May, blocking passage to one lane of the main barangay road. (LCR)
