City to replace Sibugay daycare center with van

ENDANGERED by moving soil, the daycare and health center of the mountain barangay of Pung-ol Sibugay will be replaced with a container van.

Cebu City Mayor yesterday approved City Councilor Gerardo Carillo’s request to use the P500,000 he earlier asked, supposedly to relocate and reconstruct the building, to instead refurbish a container van.

There are “visible cracks showing all over the building” and in the floor of the structure caused by incessant rains last January.

Classes and services were transferred to a nearby chapel pending the repair of the daycare center and health center.

Structure

“Nakagasto ang syudad og (The City spend) P1 million para aning (for this) daycare ug health center pero naa na (but there are) may cracks, kuyaw na, maong di na magamit ang building (is dangerous and can no longer be used),” the councilor said.

“Continued use of the said structure would surely put to risk the lives of students and teachers of the center, especially since the land on which the center was constructed is not stable,” he told the mayor.

That is why, he said, future constructions in the mountain barangays will not be implemented unless soil testing has been made to establish stability.

“Aron dili masayang ang gasto. Pareha ani, ang (So the funds won’t be wasted) building dili na magamit,” Carillo said.

Movement

He said City Hall engineers have had a hard time looking for a new site “since most of the soil in Pung-ol Sibugay is unstable.”

With a container van, soil movement would no longer be much of a problem, the councilor said.

The P500,000 would also be used to buy chairs and tables, particularly for the daycare center.

Carillo, though, still has to ask the City Council to approve the use of the P500,000 to refurbish a container van instead of using it to relocate the daycare center and health center.

He said three container vans may be needed, which will be bought from shipping companies and transported to Pung-ol Sibugay. (RHM)
