SOLID waste management task force head and Mactan Barangay Captain Paz Radaza favors closure of the piggery, which her constituents in Sitio Soong have been complaining of unbearable stench and flies.
She said her task force served the cease-and-desist order City Hall had issued the other week, but the owners, couple Richard and Marivic Sena, were able to convince the City that they would be able to correct their violations if given more time.
“We have been monitoring them, but it still smells even until now. Tinuod dili sayon ang pagsira ug negosyo kay panginabuhi gud na pero dili sab intawn na mahimo nga moabuso pod ta..Sobra sab nang ilaha (But until now their piggery still stinks. It’s not easy to close down a business, but it does not mean we can just abuse. That’s too much),” Radaza said.
Deadline
Owners of the piggery are given until yesterday to correct their violation to the sanitation code.
The City Legal Office will issue the closure order as soon as the joint team from City Health and the solid waste management task submits its recommendation.
Radaza said her team and City Health Officer Rodulfo Berame have agreed to recommend to City Hall to shut down the piggery because of the owners’ failure to abide the Solid Waste Management Act and the City’s sanitation code.
“There are some improvements, but those were not enough to change the old situation. Hangtod karon baho lang gihapon,” she said.
Surveillance
She said her task has been monitoring the piggery for two months and she herself had advised the Sena couple to install gadgets that could control the emission of foul odor or change the feeding system because their business is inside the residential area.
In their inspection they found out the piggery lacks drainage. Its waste water is discharge through a PVC pipe in the area where houses are packed.
Twenty-six people signed a petition challenging City Hall to act on their problem quickly or they will file a case against the owners of the piggery in court.
“A piggery is absolutely not allowed in a residential area. That’s what the owners are supposed to remember,” Radaza said. (AIV)
