Thursday, September 11, 2008 Joavan's CH work a special arrangement
JOAVAN Fernandez is not a regular employee at Talisay City Hall but works on special assignment under the office of his father, Mayor Socrates Fernandez, two ranking officials clarified yesterday.
But this will not stop officials from trying to find out if Joavan indeed brought a firearm within the City Hall compound.
City Administrator Richel Bacaltos yesterday said he will summon the motor pool personnel, security guards on duty, and Civil Security Unit (CSU) members to an inquiry.
As reported in a local radio station, Joavan was allegedly spotted last Tuesday at the motor pool carrying a firearm, as he reportedly got jealous with a co-worker of his girlfriend.
Bacaltos admitted he had no concrete report yet on the incident, as he was pre-occupied with other pressing concerns at City Hall.
“But we will really look into that, just give us time,” pledged Bacaltos when reached through his mobile phone.
Arrangement
Bacaltos confirmed that Joavan works on a special assignment at City Hall directly under the office of Mayor Fernandez.
Bacaltos said Mayor Fernandez detailed Joavan at Vanguard, a City environmental task force, whose personnel run after illegal loggers and sand and gravel haulers in Talisay City.
“But he is not a regular worker or a job-order employee because he merely volunteers his services at City Hall,” said City Human Resource Management Officer Emely Cabrera in a separate interview.
This means one cannot find Joavan’s name in the official list of regular and job-order employees who are required to log in and out for their daily time records.
Since he works as a government volunteer, Joavan gets paid not from City Hall funds but from the personal money of Mayor Fernandez, Cabrera said.
In past radio interviews, Mayor Fernandez said he hired Joavan to work on road maintenance, such as patching of dilapidated roads in Talisay. (GC)
