LTO to require wearing of helmets
THE Land Transportation Office (LTO) will continue to implement the rules and regulations on helmets for motorcycle riders, despite the request of some local government officials to suspend it.
LTO 7 Assistant Director Edgar Catarongan, however, said they will be lenient while they are conducting the information dissemination campaign and will give motorcycle riders a chance to acquire helmets.
“We cannot stop the implementation of the law because before drivers secure their license, they are already told by LTO in a seminar that they are required to wear helmets when driving motorcycles,” Cataro-ngan said.
The problem, Catarongan said, is that some drivers are stubborn. “When they buy a motorcycle, they should also buy a helmet. If a motorcycle owner has a rider every day, then he has to buy two helmets,” Catarongan said.
Riders may use “half-face” or “full-face” helmets.
Noisy
Catarongan also warned that motorcycles made noisy by their modified exhaust pipes will be intercepted.
“It is now time for LTO to respond to the public’s complaints against noisy motorcycles,” Catarongan.
LTO agrees with the PNP’s advice to vehicle owners to buy spare parts and accessories only from manufacturers and distributors.
The LTO official observed that dealers of second-hand spare parts and accessories buy some of their stocks from car thieves.
Catarongan pointed out that buyers of stolen articles are criminally liable under the Anti-Fencing Law. (EOB)
