Pasil wants to rid bry. of drunks, street thugs

BARANGAY Pasil, Cebu City wants drunks and those who carry deadly weapons in public places fined P1,000.

Violators, however, may opt to pay the compromise fee of P500 if they do not want to go through the “rigorous process” of going through the courts.

The barangay decided to come up with the measure to improve peace and order in its jurisdiction.

Pasil, a depressed coastal barangay identified as haven for criminals, has made strides to shed off the image.

It has consistently distinguished itself as a child-friendly barangay, and is proposing a child participation and protection policy for approval by the City Council.

Last week, Pasil asked the City Council to allow it to impose a P1,000 fine on those found in a “state of drunkenness” and caused “undue disturbance and discomfort among residents of neighboring areas, can inflict injury against another person or destroy public or private property other than the place of residence.”

Definition

The barangay defines drunkenness as being in a “state of depression, intoxication, inebriation, or partial paralysis of nerves, resulting from drinking excessive amount of alcoholic beverages.”

For the barangay, drunks are those who have reek of alcohol, who are incoherent, unsteady in movement and lacking in restraint.

In a separate ordinance, Pasil proposed to ban the carrying of deadly weapons outside the home, office or place of work.

Pasil defined deadly weapons as including swords, sabers, daggers, darts, spears, lances, bayonets, stilettos, ice picks, arrows, axes, chisels “and other instruments… which can inflect harm, injury or death.”

Members of the police and other law enforcement agencies and those whose work or profession requires the use of deadly weapons, like butchers and ice plant workers, are exempted from the ordinance.

Pasil’s two ordinances, though, still have to be approved by the City Council, which referred them to the committee on laws for comments and recommendations last week. (RHM)
