Ouanos 'still have unsettled advances'
OFFICIALS during his term and family members of former Mandaue City mayor Thadeo Ouano still have cash advances that date back to 2002 and 2006 that are still unliquidated as of Sept. 11, 2008.
The advisers of Mandaue City Mayor Jonas Cortes recommended the filing of charges against the former officials.
Records, however, showed that current City Hall officials also have cash advances but these were granted this year and are reported to be "in the process of liquidation."
Based on the City Accounting Office's "summary of cash advances," family members of Ouano with unsettled cash advances included his wife, daughter and daughter-in-law.
Linda, the former mayor's wife, still has P12,430 in unliquidated cash advances when she went to Manila in February 2007.
Daughter Emmarie Ouano-Dizon still has not submitted documents to liquidate her March 2005 cash advance worth P4,000 while her husband Nixon Dizon still has P7,055 in unliquidated cash advance granted in 2002.
The former mayor's daughter-in law Cheryl still has P450,000 in unliquidated cash advances granted during the 12th Asean Summit in 2006.
"Justification" is all that is needed to settle the advances, said Cheryl. She said will check the accounting office on the
matter.
The former mayor's niece and past SK Federation president Christabel Cuizon still has P19,682 in unsettled cash advances when she traveled to Davao city in October 2007.
His sister Rosemarie Ouano-Tirado, meanwhile, submitted yesterday all the required documents to liquidate her July 2008 cash advance of P30,000.
Former Ibabao barangay captain Alfredo C. Ouano (not the former mayor) still has to liquidate the P13,210 cash advance granted to him in November 2006.
The former mayor's liaison officer, Nerito "Rey" Martinez, has 11 unsettled cash advances worth P96,725, with some dating back to 2000 and 2001.
Even former city councilors have unliquidated cash advances but they said they are already in the process of settling it.
The brother of 6th district Rep. Nerissa Soon-Ruiz, former city councilor Noel Soon, has P3,000 in unliqudated cash advance during a travel in 1997.
City councilors Allan Borbajo is already settling his January 2007 cash advance of P18,362 while Raul Cabahug's P12,833 cash advance is still being verified.
Incumbent city officials with unliquidated cash advances include Cortes and City Administrator Briccio Boholst. The advance, however, was granted only this year and are already in the process of liquidation.
Cortes has a P150,811 cash advance for travel expenses when he went to The Netherlands last May and another P13,444 when he went to Manila in July. His brother, former vice mayor Demetrio, has P4,110 in cash advance that remains unliquidated since 1997.
Boholst, meanwhile, already submitted documents to liquidate his P450,000 cash advance last July.
Judge Teresita Galanida also has an unliquidated cash advance that was granted this year.
Mandaue City's council of elders, Cortes' trusted advisers, sent copies of documents to the Commission on Audit and the Office of the Ombudsman-Visayas.
For officials no longer connected to the city, the group recommended that they be sent demand letters. They also ask the City Attorney to study the possibility of filing charges against them.
City Accountant Ernesto Maringuran sent Cortes a summary of cash advances and recommended the holding of salaries of some officials.
The City Council has passed a resolution, authored by Councilor Emiliano Rosal, urging the mayor to require all officials and employees with overdue unliquidated cash advances to settle them as soon as possible. (OCP)
