OUR local papers carried the story on Mandaue City officials and employees whose salaries were withheld for not liquidating their cash advances.
But much to my surprise, the name of Vice Mayor Carlo Fortuna was not mentioned.
Fortuna is supposed to have gotten the biggest cash advances because, of all the officials in Mandaue, he was the most traveled as former national president of the Phil. Councilors League and being the national secretary general of the Union of Local Authorities of the Philippines.
Just recently, he was chosen to represent the Philippines in an international gathering in Washington D.C.
It was sponsored by the US government through the International Visitors Leadership Program.
The killer tsunami in Indonesia that killed thousands of people happened two days after Carlo left that country.
Now he is in Malaysia on official travel.
I ask Emiliano Rosal why Carlo was not included in his report.
