Another BIN man linked to shooting
LESS than 24 hours after a Barangay Intelligence Network (BIN) member and his son were tagged in the killing of a trisikad driver, another BIN member got involved in a shooting in Banawa, Guadalupe, Cebu City.
Because of the incidents, Cebu City Police Office (CCPO) Director Patrocinio Comendador ordered City Intelligence Branch (CIB) Chief Jonathan Abella to conduct an inventory of all BIN members and identify who among them have firearms.
Those found to lack necessary documents to carry firearms will be banned from joining the group, Comendador said.
“Even if you (BIN member) have a license but you don’t have the permit to carry (the gun outside the house), it is still illegal,” Comendador said.
He said he had been reminding BIN members through the CIB, which supervises them, not to carry firearms.
Comendador said he appreciates the spirit of volunteerism of BIN members who help maintain peace and order without being paid, but, being a member should not be used as an excuse to carry firearms.
The latest incident occurred at 7 p.m., Sunday, when BIN member Reynante Abella allegedly confronted victim Rogelio Gamaya, 34, over an earlier altercation between the latter and the suspect’s friend.
Gamaya and Abella’s friend, identified as Dario Maboting, reportedly argued over Maboting’s unpaid debt of P610.
This reportedly reached the attention of Abella, who went to Gamaya’s house and confronted the latter.
“Isog ka bay? (Are you brave?)” Abella was reportedly heard saying before pulling out a gun and shooting Gamaya once, hitting him in the left thigh.
Before leaving Gamaya, Abella said, “Ug makautang man gani, ayaw og ingon anaa (Don’t treat them that way, even if they owe you)..”
Police are still looking for Abella.
At 10 p.m. last Saturday in the same barangay, BIN member Primo Retarino and his son Andrew, who works as a security guard of a village, were also linked to the killing of trisikad driver Richard David. (JTG)
